If you are about to get off a bus and you realise that someone has dropped their wallet and in it is 500 bucks there is no identification documents in it what do you do? You have a minute or two to think about it and you then think, hey if I give the bus driver the wallet he probably will hang on to it until someone comes looking for it and it is returned to the rightful owner. In the same breath you might think hey, what if this guy keeps the money and use as it for his own benefit?
You are also going to think of all the nice things that you might buy with the money after all if truth be told you are flat broke. Having 500 on you will do you a world of good. No one has seen you pick it up and the person who dropped it will think he dropped it somewhere else and forget about it how ever set backing the loss of the wallet might be.

Finders Keepers
If the bus driver decides to not give the wallet to the right owner in the event that he or she comes looking for it he is the one left with a guilty conscience. If you on the other hand decide to pick the wallet and go on a shopping spree what you have on your hands is out right stealing there is no other way to put it.
There we have it even if we cannot prove ownership of lost goods it does not give us the right to decide who should keep them. Doing the right thing is to let the driver decide what moral obligation is .It is wrong to try making that decision. Imagine you have gone on that shopping spree and then you hear that someone has a very serious terminal disease and they lost their wallet when they were going to buy their medication and the result of that is they died.
It surely will be a slap in the face for you.
